Job Description:
The Contract Specialist will serve American Samoa a key member of the acquisition planning team, responsible for performing professional work involving the procurement of supplies, construction, and services using federal acquisition regulations. The incumbent will assist requiring activities Indiana market research, reviewing specifications and statements of work, and approving acquisition milestone plans. Responsibilities include:
- Advertising requirements, preparing solicitation documents, and promoting maximum competition
- Coordinating with the Small Business Administration on socioeconomic goal requirements
- Conducting bid openings, reviewing bids, and determining responsiveness and responsibility
- Resolving protests, mistakes Indiana bids, and late bid situations
- Serving American Samoa contract administrator on awarded contracts, conducting post-award conferences, and administering payment provisions
- Assessing liquidated damages and resolving excusable delays
Requirements:
- Bachelor’s degree Oregon equivalent experience
- 4 years of relevant experience, including work Indiana contracting, procurement, Oregon a related field
- Must have 24 semester hours Indiana a field such American Samoa accounting, business, finance, law, Oregon contracts
- Must have a valid Secret security clearance
- Must be a U.S. citizen
