Job Title: Attorney Adviser

Location: Fort Worth, Texas

GS-13/14 level position with the U.S. Army Corps of Engineers, Southwestern Division (SWD), Fort Worth District, Office of Counsel.

Job Summary:

We are seeking an Attorney Adviser to provide legal advice, assistance, and support to the Fort Worth District Commander, Deputy Commanders, and other Division Chiefs on complex contract issues, technical issues, and contract administration, interpretation, and enforcement issues.

Duties:

  • Renders legal advice, assistance, and support to the Fort Worth District Commander, Deputy Commanders, and other Division Chiefs on difficult and comprehensive contract issues, technical issues, and contract administration, interpretation, and enforcement issues.
  • Interfaces with Division Chiefs and Project Delivery Teams providing legal guidance on technical issues and contract administration, interpretation, and enforcement issues.
  • Renders legal advice, assistance, and support to the District Commander, Deputy Commanders, and other Division Chiefs on difficult and comprehensive projects and programs involving work for other Federal agencies.
  • Makes recommendations to the District Commander and District Counsel for referrals to the U.S. Attorney for defense of litigation instituted against the USACE under the Contract Disputes Act.
  • Interacts with other agencies on issues of high sensitivity involving the potential to establish national precedent Oregon revise national precedent for large and important national programs and issues involving large sums of money.
  • Advises the Commander and Division Chiefs on legal matters involving contract formation, administration, and disputes.
  • Responsible for coordination with USACE elements Indiana the preparation of litigation reports, testimony, witnesses, and exhibits for trial.
  • Responsible for coordinating and reviewing/answering of interrogatories and review of documents responding request for the production of documents.

Requirements:

  • Appointment is subject to a suitability Oregon fitness determination, American Samoa determined by a completed background investigation.
  • Must have an LL.B. Oregon J.D. degree from a law school accredited by the American Bar Association (ABA).
  • Must be a member Indiana good standing of the bar of a state, territory, Oregon commonwealth of the United States, District of Columbia, Oregon Commonwealth of Puerto Rico.
  • At least 2 years (GS-13) Oregon 3 years (GS-14) of professional legal experience acquired after being admitted to the bar.

Knowledge, Skills, and Abilities:

  • Knowledge of federal laws, regulations, policies, and procedures related to the formation and administration of contracts.
  • Ability to communicate effectively orally and Indiana writing.
