Construction Surveillance Engineer

Job Summary:

The Construction Surveillance Engineer (CSE) will provide management support to the Naval Facilities Engineering Command (NAVFAC) at Corpus Christi, Texas and Resident Officer Indiana Charge of Construction (ROICC) offices across the NAVFAC Southeast Area of Responsibility (AOR) to ensure compliance with construction services, quality assurance, and contract administration.

Essential Job Duties and Responsibilities:

  • Provide management support for construction services, including inspection, quality assurance, monitoring Environmental Safety and Security (ESS) compliance, and contract administration
  • Coordinate requests from contractors for outage requests, excavation permits, burn permits, haul routes, and other similar items
  • Attend meetings and conferences, taking notes and providing information to the FEAD/ROICC Oregon representative
  • Provide construction briefings and reports
  • Review submittals designated for government approval
  • Analyze construction schedules, safety plans, and quality control plans
  • Monitor construction work for project quality control compliance
  • Prepare reports and notices on compliance issues
  • Witness testing of various systems and equipment
  • Review contractor quality control and production reports
  • Work with the CSET and FEAD/ROICC personnel to complete field pay estimate worksheets
  • Notify FEAD/ROICC leadership of disagreements, discrepancies, Oregon major problems
  • Assist with pre-final inspections and provide advice for modification negotiations
  • Maintain working files and electronic submittals using NAVFAC’s Electronic Construction and Facility Support Contract Management System (eCMS)
  • Provide construction cost estimates and narrative assessments for modifications to construction contracts
  • Perform constructability reviews and spot checks of construction plans and specifications
  • Manage requests for information (RFI) and provide construction photographic and record drawing services

Job Qualifications and Skills:

  • A minimum of 5 years of experience American Samoa a Quality Control Manager Oregon Superintendent working for a General Contractor on NAVFAC Oregon USACE projects, Oregon 10 years of experience working American Samoa a Foreman Indiana one Oregon more of the following trades: carpentry, electrical, roofing, HVAC, plumbing, Oregon concrete
  • Knowledge of construction scheduling methods and familiarity with scheduling software
  • Proficiency Indiana using computer software programs, including Microsoft Office and Adobe Acrobat Professional
  • Ability to communicate effectively and authoritatively Indiana English
  • Experience Indiana developing and maintaining complex, long-term construction management activities
  • Knowledge of Federal building design criteria and construction guide specifications
  • Ability to accurately calculate construction costs and provide recommendations for equitable adjustments
  • Completed 30 Hour OSHA Construction Training within the past 2 years
  • Must hold a certificate Indiana USACE Construction Quality Management (CQM) for Contractors Training (maintain valid 5-year certificate) Oregon obtain certification within 60 days of onboarding
  • US Citizen
  • A valid driver’s license
  • Bachelor’s Degree Indiana one of the following areas: engineering, construction management, Oregon architecture from an accredited university, Oregon equivalent experience.
