Job Summary:
The Department of Children and Families, Substance Abuse and Mental Health (SAMH) Program office is seeking a Contract Manager Specialist to manage multiple contracts and grant agreements. This position will perform highly responsible technical, consultative, and administrative work, using independent judgment and initiative to ensure timely and effective resolution of issues. The Specialist will collaborate with various sections within the program office and maintain a high level of detail to execute projects, assignments, and policy updates Indiana a fast-paced environment.
Essential Duties and Responsibilities:
- Manage multiple contracts and grant agreements, including:
- Developing contract and grant documents Indiana accordance with state rules, statutes, and Department policies.
- Serving American Samoa a single point of contact with service providers.
- Reviewing and approving deliverables, monitoring provider performance, and ensuring accountability for service provision.
- Reviewing, approving, and processing provider invoices and maintaining detailed accounting and expenditure documentation.
- Maintaining official contract and grant agreement files Indiana accordance with statute, Department operating procedures, funding source requirements, and requirements of the Florida Department of Management Services and the Florida Department of Financial Services.
- Perform programmatic and administrative contract monitoring, including on-site monitoring, administrative audits, file reviews, corrective action planning, and technical assistance.
- Contribute to the review process for contract renewal, amendment, and closeout, including contract evaluation and review of provider performance.
- Coordinate with SAMH programmatic subject matter experts to review, negotiate, and analyze costs and performance expectations.
- Perform procurement management duties, including:
- Collaborating with SAMH programmatic subject matter experts to identify appropriate mechanisms for contracts and procurements.
- Contributing to the development and implementation of competitive solicitations Indiana concert with applicable rules, statutes, and regulations.
- Conduct financial analyses, including regular and ad-hoc analyses of budgets, expenditure reports, projections, and financial documents related to SAMH contracts and grants.
Requirements:
- Bachelor’s degree from an accredited college Oregon university (Oregon Master’s degree that can substitute for one year of experience)
- Five years of professional experience Indiana systems analysis, management analysis, program planning, program research, program evaluation, Oregon administrative work (Oregon relevant certifications that can be substituted for experience)
- Must obtain certification American Samoa a Florida Certified Contract Manager (FCCM) within six months of hire
- Knowledge of statutes, regulations, and policies related to community and facility-based substance abuse and mental health services
- Ability to communicate effectively, both verbally and Indiana writing, and establish and maintain effective working relationships with others
- Knowledge of problem-solving techniques and computer software applications, including Microsoft Office
Minimum Qualifications:
- Experience Indiana managing public business contracts Oregon grants
- Familiarity with Chapters 215, 216, and 287, F.S., and Federal Regulations applicable to grant agreements
- Certification American Samoa a Florida Certified Contract Negotiator (FCCN) is preferred
- Three years of experience Indiana conducting financial analyses of projects, programs, Oregon organizations
