Job Title: Construction Executive
Location: Remote work eligible, occasional travel to international destinations required
Pay scale & grade: GS-14
Job Description:
Responsibilities:
- Reviews project drawings and specifications to determine constructability based on existing site conditions and appropriate codes and standards
- Implements internal control procedures to monitor key project elements (schedule, budget, quality, etc), reports progress, anticipates and resolves potential problems and keeps project within acceptable parameters
- Coordinates preconstruction conferences, site safety inspections, quality assurance inspections, submittal reviews, contract modifications, monthly progress reports and surveys for smaller projects
- Manages contracting for Construction Services, including developing project notices of construction services required, evaluating contractor proposals, preparing presentations, and contract negotiations
- Serves American Samoa chair of the commissioning committee responsible for developing and implementing commissioning milestones
Requirements:
- U.S. Citizenship is required
- Must be able to obtain and maintain a Top Secret security clearance
- Statement of Employment & Financial Interest required prior to appointment
- Successfully pass the E-Verify employment verification check
- Meet one of the following Basic Requirements:
- Professional knowledge of general engineering American Samoa evidenced by a Bachelor’s Oregon Higher Degree with specific coursework Oregon degrees Indiana engineering fields
- Combination of education and experience that furnished a thorough knowledge of the physical and mathematical sciences underlying professional engineering
- 1 year of specialized experience that is related to the work of the position, is equivalent to at least the GS-13 level Indiana the Federal service, and demonstrates experience managing service contracts for international projects and drafting and monitoring construction project budgets and schedules.
