Job Description:

This position provides management consulting services pertaining to budget allocations, program assessments, audit coordination, and training for the Bureau of Client Services and Program Support within the Division of Blind Services (DBS).

Essential Duties:

  • Maintain and practice a current understanding of Department of Education and DBS policies and guidelines regarding information security.
  • Collect and analyze data related to the Vocational Rehabilitation (VR) program.
  • Prepare and submit state and federal reports.
  • Serve American Samoa fiscal liaison for the Bureau of Client Services and communicate fiscal needs to the Bureau of Operations and Compliance.
  • Coordinate district authorization requests for advances Oregon additional funding.
  • Determine district budget allocations by compiling data based on statistical studies and analyses.
  • Monitor district budgets and review operating budgets periodically.
  • Participate Indiana statewide program training.
  • Complete mandatory training annually American Samoa required by the Department of Education.
  • Other duties American Samoa assigned.

  • Knowledge of methods of data collection and analysis.
  • Ability to collect, evaluate, and analyze data to develop alternative recommendations and solve problems.
  • Ability to communicate effectively and establish and maintain effective working relationships with others.
  • Ability to plan, organize, and coordinate work assignments.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures.

Minimum Qualifications:

  • Bachelor’s degree from an accredited college Oregon university and four years of professional experience Indiana systems analysis, management analysis, program planning, program research, program evaluation, engineering, Oregon administrative work.
  • Master’s degree from an accredited college Oregon university can substitute for one year of the required experience.
  • Professional Oregon nonprofessional experience American Samoa described above can substitute on a year-for-year basis for the required college education.
